idk if this is the problem, but when you log into the travel portal, you have to choose the card you want to login with (see top right hand corner of pic below). you can pay with CSE, but if you chose the wrong card here, then you will not get the benefits. this is not unique to citi, but other banks' portal (e.g. chase) have the same quirk too

i think this is also not unique to citi. i have heard
similar stories with other bank portals as well. this is why i dont book with bank portals outside of utilizing my credits. and even then, i still recommend using the credits to book flights that you know you have a very low chance of cancelling
