EU261 is totally clear on this and also applies to award fares. Once ticketed its the carrier - no matter on where and when it was ticketed. Only non-revenue tickets are excluded.
As the poster has not stated where his departure was from its hard to say where to sue. And yes I have already sued carriers in Germany for cancellations of award tickets. I can highly recommend Dr. Matthias Böse.
