There was an Amex offer this year where you received $250 back on any $2500 airfare purchase booked either direct with an airline or on Amex Travel. I had it saved to a Biz Plat card and when I booked airfare using PWPs covering the complete ticket cost, I noticed that I still got that $250 credit even though the terms of this offer stated exactly the same as you quoted above for the FHR booking. As we all know, what it says in Amex terms does not always correspond to what reality turns out to be.
I never tried booking an FHR stay fully on points to see if it will still trigger the credit anyway because I find it to be a poor value of points at only 1 cpp redemption so therefore I would charge $200 to my card and have the remainder covered with points (poor value not-withstanding

), but I still think it's possible the credit would be triggered when covered fully with points.
There's also a possibility of claw backs down the line for any credits received that are outside of Amex terms.
