Eu261 isn't clear on this, yes you should be offered an alternative, but consequence is not specified. You might think it is easy to litigate in Germany. I'd like to see an example relating to award tickets. In any case, the operating carrier is ET so Greece wouldn't be the country where litigation takes place., since it is not an A3 issue.
