Transiting MNL is not for the faint of heart; Cebu Pacific shares T3 with UA, but they're a LCC and won't interline tickets or baggage; Philippine Airlines will interline but it's in T2 and the inter-terminal transfer requires taking a bus that doesn't run very frequently, or taking a taxi / jeepney on the public streets through some of the worst traffic in the world.
Yes I visited MNL last year (via NRT and TPE) and understand about the airport. I won't be transiting. I will stay a few days in MNL and then a few days in CEB. I think I took EVA last time.
If the odds are about the same I'll decide on price I guess. I've been booking PP more often lately to let my PP go further (30 vs 40) but the price difference is quite high on MNL. Not as bad on TPE.
And I'm happy to stop in TPE to visit the night markets again.
I might do MNL one way and TPE the other.
