You always file the missing baggage report with the airline that took you to the final destination. They are responsible to respond to the claim and have to collect the money they pay you from the airline that caused the damage (in their view).
Not always so simple with OmanAir. They simply refuse to file a PIR in such cases. I had a case where an interline GF-WY itinerary resulted in my bag being left behind and they flat out refused to deal with me because they said the tag was issued by Gulf Air. Fortunately I had a tracker in my bag so I saw when it got to Muscat later than night and paid a porter cash to go fetch it for me through customs. I sent over 50 complaint emails every two weeks over the course of the next two years and didn't receive a single response from their baggage services team. Their customer service claims refused to deal with me because I didn't have a PIR reference (which the baggage services team had refused to generate). Catch 22.
