The corporate locations usually act as one, but they don’t share the benefits with the franchisees/operators (at least with some of the big companies). Mr Montana operator would still have to pick up his car in Arizona or New Mexico and then either transport it back to Montana or sell the vehicle ‘as is’ wherever the vehicle is. The way to check this is to see if you could book a vehicle in that location in Montana with dropoff at another location. Probably not, so that also means if the vehicle were returned in Arizona, Hertz would not find a one way reservation to send it back to Montana.
Car rental is a very difficult business. You give the keys to a $40K drivable asset to a total stranger, and the amount of stuff that can happen is overwhelming. 🤹♀️
