It may be part of the DOT agreement with not diluting HA benefits so they need to keep allowing upgrade certificates to be used on HA long haul flights ✈️ including the ability to use them on award travel. AS international long haul didn't exist yet so AS is under no obligation to follow the same upgrade policy with it's flights. Even if AS does decide to allow upgrade certificates, I highly doubt they will allow them on award flights.
