Double-dipping has long been allowed in both *A and OW, though specific programs may limit the ability to do it. IMO, it's a nice perk. Just transited HKG where CX was quite gracious about allowing me F lounge access based on AS status even though I was accruing to AA. I'm sure if it was a big problem for the airlines, we would see more active efforts to curb it.
