Yes, I believe the new regulations are for "chargers that contain Lithium Batteries" and it's the maH capacity, not the voltage if that matters. How many watts the battery can hold in total and not the output, like to charge a 100 watt computer for instance.
Speaking of electric toothbrushes, I packed mine last week to bring on my current trip and hid it so well, I can't even find it.😅
