Upgrades are awarded based on availability no earlier than 72 hours prior to the scheduled departure time and are subject to seat availability in A, P, or D fare classes.
I'm not sure what will happen with the various flavors of upgrade certificates when the programs are fully merged on October 1. All it says is:

But unclear how many upgrade certificates are needed for long-haul flights (HA currently requires 2 upgrade certificates for flights over 3,500 miles) and whether upgrade certificates can be applied to award tickets (currently HA does allow that, but AS does not).
