Was this compared to the quoted rate? What did your rental agreement say when you took the car out?
I operate in a zero trust environment with Hertz. I always have the reservation pulled up on my phone prior to getting to the exit. I compare the rate on the printed rental agreement, which I always insist that they print, and make sure that the attendant at the exit didn't engage in any dishonesty like unilaterally adding insurance, the fuel purchase option, or any other extra to my rental agreement.
Furthermore, as a best practice, I always insist on a printed receipt from Hertz when I return the car. With Hertz, they cannot print a receipt until they close out the rental, so a printed receipt is a forcing function. It is also an immutable record from Hertz that denotes the return time, mileage, fuel level, and quoted charges.
