Per the website regarding Presidents Circle...
  • Guaranteed one-car-class upgrades with a maximum upgrade to a full-size vehicle (class F) at participating locations
No, you are not guaranteed an upgrade past Full Size. Though, depending on the location, they may not have the Medium 7-seater SUVs, so you may get a Tahoe.
