Virgin Australia has started making an announcement before takeoff that they are currently reviewing power bank rules,and then they ask all passengers to make sure that any power banks are within arms reach - including asking people to take them out of any bags in the overheads.

Given that they don't disallow charging or using them in flight, I'm really not sure this makes sense. Actively getting people to remove them from their bags seems to make it more likely people would use the opportunity to charge them during flight (the planes have USB-A/C plugs), which would surely cause more issues than them sitting unused in the overheads...
