Sorry but this is not correct. They must reroute the passenger on another carrier if:
a: there is availability
b: it will get the passenger to their final destination earlier than rebooking them on their own airline

Of course the airlines will resist as they prefer to rebook you on their own flights, or on flights within their same alliance. And it can be difficult to prove after the fact that there was indeed availability on other airlines, which is why I always recommend taking timestamped screenshots to prove there was indeed availability on other airlines or other routings. Since there apparently weren't any issues in spain or colombia that caused the delay in question (OP states that the delay was due to France ATC) I would find it hard to believe that there were no seats available from MAD to BOG without having to wait 24 hours. There are a lot of daily flights from MAD to BOG, as well as to several other cities in colombia (CLO,MDE,CTG) from which a connecting flight could be booked onward to BOG.
