Yea, if you're flying PHX-LHR then there are no additional taxes or fees or anything to upgrade. They will not ask for a card since they don't need one.

You must be confusing it with flying the other way, i.e. LHR-PHX would require a card to pay the higher UK APD tax for business class if the upgrade clears.
