I'm guessing the car you rented is from a company called Overland West, the Hertz licensee in MT. Presumably the Hertz licensee in those no-go states had some legal battle with Overland West/Hertz at some point to reduce their competition in those states.
I've rented from Overland West before (IIRC in the Dakotas and/or Wyoming) but this location seems to be owned by Rocky Mountain Transportation (https://www.rockymountaintrans.com/) -- your hypothesis about a turf war would not surprise me in either case though Rocky Mountain Transportation seems to only have two locations (one at the airport, one at the train station)
