I understand you see it that way, but for IB, they only respond to specific requests when requested through specific channels, they won't deny your right to care claims if you use the link.

Re eu600
Generally speaking ATC issues means no compensation, but in your case IB could have just flown around France?

There are no case laws that describe your scenario. IB will reject it, and it's up to you if you want to fight it and become a legend
However... on most days there are at least 9-10 direct flights MAD-BOG (with at least 4 of those being on IB). Regardless of the reason for the delay, IB was required to get you to your final destination at the earliest possible, even if that means putting you on another airline, with or without connections. So the fact that they put you on the same exact flight 24 hours later would mean that you are indeed entitled to the 600€ compensation for each passenger, unless there were absolutely no seats available on any of those other flights to BOG (which is highly unlikely).

Whenever I find myself in a similar situation and the airline refuses to rebook me on another airline I always pull up availability on expertflyer and give any available options to the airline and remind them that, regardless of the reason of the delay/cancellation, EC261 requires the airline to get you to your destination at the earliest possibility. If they still refuse to rebook you on another airline (which is very typical behavior for IB and TP) then make sure to take screenshots as proof that there were available options to get to your destination sooner, then submit a claim and they will have to give you the 600€ compensation.
