Upgrade availability is the same as for an outright avios booking. You would also have to pay the difference in taxes and charges from the two bookings, i.e., you calculate the fuel surcharge + the airport taxes and fees for both WTP and CW bookings and add the difference to the cost of the WTP booking plus the avios.
