That's for existing card holders from prior to the announcement at end of June. Whoever signed up for a new CSR is already earning 4x now.

Exactly, not everybody wants to pay $795 and be busy with a coupon book to earn 4x at hotels especially if they know majority of their hotel spend is with Hyatt (and that they would have probably anyway transferred their UR points to Hyatt).
