Hi,

Looking at the airport limousine bus time table , there is a
1120 bus from NRT to HND ( might be a bit tight if you arrive at 1000 and have a lot of people in immigration) getting in at 1250
1220 getting in at 1345
so you could get the 1510 JL flight from HND to FUK

The train is probably better if you do not have very large luggage ( as you may need to make a large luggage reservation for the shinkansen). You could also send the luggage by luggage delivery service from NRT landside to to Fukuoka ( may take a couple of days)
I have heard it is easier to transfer to the shinkansen at Shinagawa station ( stop after tokyo station on the Narita express) as there is less distance involved though there is likely to be fewer food options at shinagawa station compared to tokyo station
