Trust BA Humbug’s advice above.

I just failed at my I-I attempt. Both the CEB airport staff and the CX check-in agents airside (they’d just finished handling the morning flight) insisted I had to clear immigration and wait until the check-in desk reopened three hours later.
So that’s what I ended up doing.
