True, OP SBY can be 100 people long and still AA or any other carrier wont pay VBD since not 1 of those 100 have a confirmed res for that flight. VBD comes into play when say the plane has 135 seats and AA sold 145 tkts = if everyone shows up there are 10 too few seats on the plane for all the 145 paid and confirmed passengers so AA asks for Vols or goes to the list of those who signed up to Vol
