I successfully managed to transfer between CX and AY using the transfer security. It indeed looked closed, but a single staff member was seated somewhat hidden behind the xray machine. He seemed utterly surprised that someone showed up. After a lengthy chat with someone else over the phone he screened my bags and I got to enjoy the wonders of the NGO Plaza Premium lounge.

All in all a pleasant experience - would do it again.

In case someone else is looking for the same info in the future, below the answer I got after inquiring with the airport directly:

The transfer security checkpoint is available in accordance with the arrival flight schedule.
A transfer desk is available. If no staff are present at the desk, you may use the internal phone nearby to call for assistance.
The minimum connection time is:

60 minutes for transfers from Cathay Pacific (CX) to Finnair (AY)
120 minutes for transfers from Hong Kong Express (UO) to Finnair (AY)

This difference is due to terminal locations:

CX arrives at Terminal 1, which is also where AY departs, allowing a smoother transfer.
UO arrives at Terminal 2, requiring a terminal change to reach AY’s departure point in Terminal 1.
