I think this is another of those cloudy areas in the hotel specifications that allow for local interpretation. I can say it is not consistent, having recently spent several days at the Delta in Fredericton with daily breakfast and access to the very good pantry.
I would also avoid the
Delta Québec if that's how they roll.

All New Brunswick Delta Hotels treat plat members right with breakfast in the restaurants, the Pantry in Fredericton is great on top of the breakfast.
Delta Dartmouth in Nova Scotia is top shelf as well, so some of them are doing things right.
Some hotels will be sneaky and they will put disclaimers and exemptions everywhere, I see you there
Sheraton Saint-Hyacinthe...
Sheraton Aéroport de Montréal is on point for breakfast and elite treatment however.
Hotel PUR Québec centre-ville treated me nicely as well as a plat a couple of years ago.
