Yes. That's normal. The per-person-per-night tourist tax is imposed by the government, not by Marriott.

I had a stay at the Marriott Vacation Club near Disneyland Paris. I had a guest in second bedroom for one week; then i was alone for a few days; then my wife joined me the final night before we moved to a hotel in Paris. The tourism tax was calculated on the exact number of guests each night.
