DL has been adding domestic 7.5% excise tax on domestic cash cabin upgrade purchases via the seatmap for some time now. Although they haven't been doing so for preferred seat (exit/aisle/window) purchases which don't involve a cabin upgrade. Mileage upgrades don't get taxed because miles are considered as a rebate on an already taxed purchase (and would thus be considered a form of double taxation if taxed).
