Yep it's been this way for a year or so, I can't recall what incited it. I did a flight using miles last month so I was way back in Zone 3 and it was kinda shocking how few people got on after me. Thankfully it wasn't a full flight but even then I got some of the last space in the overhead bins (that technically I wasn't supposed to use) and the bins took off full. I am kinda surprised by that, I also checked one bag in and thought a lot would as well with the credit card benefit but guess it's not working that way. Hence we get this "offer".
