Renting at HNL but it’s saying FBO delivery


I’m trying to rent a minivan at HNL airport location but it automatically is defaulting to FBO delivery. When I tried for just a full size car it said Counter.

Can they not have/bring minivans to the regular HNL rental location? Please help me understand what’s going on here. Thank you.
