Unfortunately, they are still understaffed for the kind of service that they want to offer. Cathay has not restored the extra F/A in J cabin.
While on paper, one tray service is easy but the way CX plans it makes is more complicated. First, the F/A has to plate all the hot main courses, and for Chinese set, they need to pour the congee from the tinfoil tray onto the bowl and plate the dim sum or noodles. That's why the purser has to help out with the J breakfast service. Not to mention the beverage service.
Most US/European carriers basically just serve their second meals in casserole dishes. They only need to put your chosen main course on the tray, along with warmed bread. It makes the service much more efficient.
