My understanding of Voco is it is basically meant to be a quick way for a hotelier to join IHG by implementing looser standards. Or in IHG Speak “hotels which are as unique as you are”. The idea is you can join without a total refurb, ie

- few yellow/green looking wall displays
- new bedding and throws /cushions / towels
- Power shower head
- IHG Compliant Toiletries

Probably some pot plants in communal areas, again bright wall displays.

New staff uniforms.

That sort of thing.
