Did you read the rules? For the other teams, you must live within 75 miles of the named city, like San Diego.

However, Seattle is the exception. If you live within 75 miles of Seattle, you are banned! Likely, it is a typo.

Then read the terms and conditions. It says ...
Eligibility: 2025 SEATTLE REIGN FC Goals Go Further presented by Atmos™ Rewards (the “Promotion”) is open to legal residents of the State of Washington, except those who live within a seventy-five (75) mile radius around the city limits of Seattle, Washington, that extends into the State of Washington (the “Territory”) who are at least 18 years old at the time of entry.

So it is open to Washington residents except those who live within 75 miles of Seattle
