What's the point of posting this itinerary? It is not a custom tour with hotel pickup. A bento on a train is different from brunch at a restaurant.

Not knocking this idea or any others, really, as it is affordable.

That view was exactly what came to mind when I read the OP. There are restaurants near that spot. The challenge would be finding a restaurant with a Fujisan view.

As I mentioned above there are tours that meet the OP's desires (assuming an acceptable restaurant can be found). This is what I looked at:
Tokyo and Mount Fuji Car Rental with Driver - Klook
Choose Hakone, 1-6, Tokyo dropoff
The CHINICHI supplier offers a custom tour.

This is not my trip, so it doesn't matter if I think it is worth it for me. It is not my budget in time or money that would be spent.

That US$400 price sounds really good to me. Makes me wonder if I understand it. That is, for $400 they pick up my group of four at our hotel, drive to and around Hakone, stop for lunch, drive back to our hotel? IDK if that price is affordable to the OP

Here is a scenario: my two elderly siblings and I have an overnight connection at HND, and we decide to stay in Shinagawa. We will be taking a taxi both ways between hotel and airport. Because we can. We take that custom tour in the morning and are loaded into a taxi at the hotel by noon and on our way to our flight later that afternoon. This is all affordable especially given that this is what we really, really, want to do. It could be fun even if Fujisan is in the clouds.
