Answering my own question:
Just completed a 10-night work stay there. The client selected the hotel, so I didn't have any choice. As others have noted, the whole hotel is pretty basic. I was booked in a run of house room and received a 2-double with courtyard view on the 5th floor, since no kings were available for my length of stay. It was pretty hot most of the time in DC while we were there and at least the public spaces (including hallways) were ice cold, even though I couldn't get the room itself super cold.
At check-in I learned that the lounge was closed for a 6-week renovation. For breakfast, it was in the restaurant (technically Avenue Grill on -1); I only went once, because it was so lame. My husband came with me for part of the trip, so I do have weekday/weekend reports, which will probably explain what the weekend situation will be when the lounge reopens.
For weekdays, you are seated in the 'Concierge', which is just past the restaurant host station (behind and up a couple of stairs). Tiny with the most basic (BASIC) continental spread: bread/pastries, whole fruit, boxed cereal, a small fridge with milk and sodas, coffee. You could opt for the full (hot) buffet in the Avenue Grill for a $15 upcharge.
On weekends, the 'Concierge' section is closed, and you are seated in the Avenue Grill with the full buffet available, which alternates hot/cold items. However, you are still only eligible for the cold items. If you select any hot items, you will again be charged $15, and as my husband witnessed, they do not explain this clearly to everyone when seated, as a nearby table was very confused and upset to be presented with a bill.
For the evening, you receive a $17.50 credit at the bar, 1331 Bar & Lounge, on -1. I only used this a few times, once for dessert, a couple of times for the cheeseburger and fries, which I took back to my room to eat while I worked. They did take the credit off, but it was very weird on the final hotel folio. For the dessert, which was less than the full credit and I had the line item for the dessert and a line item credit of equal value (I'm pretty sure I tipped on that and they didn't pass the tip on to me). For my first cheeseburger, I had the full charge for the burger/tip as a line item, and then the $17.50 credit as a separate line item. For the 2nd cheeseburger, I had only a single charge/line item, but the $17.50 had been deducted from it (but not shown on the hotel folio). I was very tired by the end of my 11 day trip and I definitely had to read the emailed folio a couple of times to figure out if it was accurate or not.
They have emailed me asking me to email my feedback back to them. It is interesting that there isn't a simple multiple choice survey. They would probably get too many bad reviews as it is really underwhelming for a JW. It wasn't bad, but it should be a lot better/nicer than it is.
