The two benefits are distinct and not to be confused.
Free restaurant breakfast is conveyed as choice benefit when one has Diamond Elite Status - the latter does not convey Club Access on its own.
Club Access is conveyed when one has a valid yearly Loung Pass, and in such a case one can have breakfast in the lounge, if breakfast is served there at all (there is however no obligation for the property to do so, though I am yet to encounter such a lounge) - the Lounge Pass on its own does not entitle one to free restaurant breakfast and the property is by all means correct to charge additionally for that.
Logically, the only case where an Elite Member is entitled to both Club Access and free restaurant breakfast, is if the member has a valid yearly lounge pass and is positioned at diamond level, whereby making free breakfast one's benefit of choice.
