What you describe is certainly not « usual » and certainly not default practice. The vast majority of packages will, by default, propose you stays that cover your presence at location. Invariably you can choose a shorter stay and BAH is no exception, just use the custom trip and you can decide to not take the final « night ».

i personally think BAH is quite poor but that is not a reason as this particular element is really in line with the industry if clunkier to adapt than with many others.
