What you describe is already true at many states. However, that doesn’t ban destination fee. Hotels just have to disclose it on the first screen where price is shown.
The Massachusetts law requires more. Not only must it be disclosed, it must already be included in the price quoted, can't be noted separately as an add-on. They can identify it as a separate fee or not, but it must already be included in the price quoted.
