EI HQ can do the changes, especially when bulk changes are required
But that's also not the situation here - if EI3281 is cancelled en masse they probably have an SOP for that.
I can see why they're more resistant to a
voluntary flight change but I would not have expected the same for an invol involving an entire flight. And they've proved competent enough to ship people up to BHX in my case.
