You will have to collect your bags and put them back into the system at the Garuda check-in desk, upstairs.

With or without bags, you'll need to enter Indonesia at CGK. You'll be a domestic passenger on the flight to Bali.

If you qualify for, and obtain, an e-visa, the immigration procedure through the e-gates can be very quick indeed. Occasionally they have a bad day, and you'll need to go through a manned desk. If everything is more or less on time, four hours would be a comfortable connection schedule. You could almost certainly do it in less, but the extra margin removes a measure of anxiety.

Flights can be delayed for all sorts of reasons, so I'm only comfortable with a very generous buffer or, if it's a late in the day long-haul arrival, an overnight connection.

Garuda has four or five flights a day to Bali, i think mostly bunched in the afternoon. If you opt for another carrier for schedule reasons, you should check the CGK terminal it departs from: switching terminals can be a pain. If you overnight in Jakarta, or close to CGK, the terminal for your departure to Bali is less important.
