Yes, they do. BA, easyJet, Ryanair, the USA Big Three, clearly have strict rules and stick to them but it is by no means a global set of rules. Other airlines vary enormously in terms of rules and application. I've been allowed on to the flight deck on Iberia a year or so back. Some sea-plane services need passengers to sit in the co-pilot's seat.
Did that last year on our Vancouver and beyond holiday. As a PPL it was very interesting to see how flying and procedures work slightly in Canada. And as for the views… beyond amazing!

But getting back OT, methinks last time I was on a flight deck was way before 9/11 when the jump seat was the only space available and somehow (cannot remember exactly why) I was allowed to sit there. Even in those days it was pretty unusual. So for it to happen nowadays is extremely unusual.
