Yes, they do. BA, easyJet, Ryanair, the USA Big Three, clearly have strict rules and stick to them but it is by no means a global set of rules. Other airlines vary enormously in terms of rules and application. I've been allowed on to the flight deck on Iberia a year or so back. Some sea-plane services need passengers to sit in the co-pilot's seat.
