There are charter outfits in Kotzebue that can take you to the Great Kobuk Sand Dunes in the Kobuk Valley National Park. Arctic Backcountry Adventures is my favorite. Obviously, chartering anywhere is expensive, but if you can split it multiple ways it can become more affordable. If you just want the sticker, I guess you just need to go to Kotzebue though.
For Gates of the Arctic National Park, one could take AS to Fairbanks, and then take a scheduled flight to Anaktuvuk Pass on Wright Air Service. This would afford one the ability to fly right over the National Park. There are no roads or amenities within the Park Boundaries, but I would say it counts if you went to Anaktuvuk Pass from Fairbanks.
I have been to Kozebue twice. First time, the national park office was closed so i went back again on a weekday and spent a few hours in the park office.
I am cheap and i doubt if i will pay money chartering to go anywhere.
