I think "paying bloggers not to publish" might be a pretty remarkable stretch here. I think Occam's leading the PR charge on this one.
Honestly, it's a huge and complicated program to explain, and doing that well requires an awful lot of work that's unlikely to see a lot of return. If you're an American blogger, this affects a tiny fraction of your reader base, so engagement is unlikely to be high, so this one falls on the "we should get something up about that at some point" category of the to-do list.
In terms of Canadian writers with the ability and reach to cover this adequately, we've already heard from the only big kid on the block, and the other handful-at-most are trying to find time to fit this in alongside their day jobs.
