I have been a moderator of the Hilton | Hilton Honors forum for approximately 20 years; and as I recall, Hilton has always announced a new promotion ahead of the start date.
Hilton will announce the next quarterly promotion when Hilton is ready to announce it. These discussions do nothing to help speed up the process...

I mean, without speculation, what would we have to talk about?
The one thing that would help with both types of speculation is to have access to at least some of the history of Hilton Honors promotions.
It would only help with the announcement time if the history showed that, but it would definitely help a bit with
what they are going to announce with just a simple list of all promotions in the past X years.
