Wow what a set of rules. If you connect international->domestic, logical you have to pass immigration (the domestic terminal is even a different building). Wonder how they check for international transfers the difference between returning or going to a 3rd country (low cost - that can be seen by the BP but strange they have this difference). Thanks for sharing. And good luck for having it working out. As said, an E-VOA for Europeans (and I guess anyone eligible) is <30 Euro now, so if you only do this for 2 entries cheaper than that D-visa.
