It's strictly T-3. Like others have mentioned, if stuck landside I'd probably just hit the Fairmont.

There is also the landside public viewing area up on level 4 which is a newer addition and (apparently - never used it myself) has more power outlets.

If you have all day and it's a reasonable day weather wise, might actually be a good idea to take the Canada line train direct into the downtown (25 min each way and generally safe and clean) where you'll find a selection of great cafes for working in for a few hours. Better people watching too.
