While the locals in PDX might be more "progressive", they aren't typically the ones renting cars. I love EVs (we've owned 3) but for rentals, they are far from convenient. They're expensive to charge if you're not doing it at home, and finding functional chargers can be a pain on the road. So I'm not surprised to see rental agencies are less reliant on EVs (not just in PDX, but most places).
