HH agents suggest this procedure when asked about booking with points for someone else. OP was asking about points booking, so there is no fraud.
But OP didn't ask about booking *for* soneone else, but booking in his own name (despite no intention of showing up) and adding his wife's name to *his* reservation.
It hasn't been mentioned whether there is a goal (or an expectation) of getting any status benefits (breakfast, lounge access, upgrades, ...) for the stay - that certainly seems relevant for the question whether it should, or shouldn't, matter.
