You did not misunderstand. And many airports in Latin America do not provide any priority queues. Sometimes a little obvious humo(u)r helps to brighten the day. Besides, the egalitarian line helps one experience the
liberté and fraternité with passengers of all origins and classes while awaiting an official to permit entry to the country.
