No, it is not a new policy. Technically standby is not something allowed by default in the ailine business unless the fare
rule says otherwise. What's relatively new for AA is removing any waitlisting and adding a very specific "WAITLIST AND STANDBY NOT PERMITTED" on the rules of most of its international fares.
